Should Your Law Firm Invest in SEO, PPC, or Both?

At PaperStreet, one of the most frequent questions we hear from clients is how to allocate marketing funds between SEO and PPC. No matter how big or small the marketing budget, results depend on finding the right allocation. Both PPC and SEO can put a law firm in front of people actively searching for legal services, but they accomplish that in very different ways. Neither strategy is inherently better, and no perfect formula exists for balancing the blend.

The right choice depends on the firm’s goal, market, budget, practice areas, and timelines. SEO focuses on earning visibility in organic search results, while PPC pays for placement in sponsored search results. Understanding what SEO and PPC each do well, and where each falls short, can help firms decide whether to prioritize one or use them together.

SEO and PPC: Two Different Roads, Same Destination

Both SEO and PPC aim to connect the firm with people searching for legal services, but they do it differently. Think of it this way: Before GPS systems took the guesswork out of travel, almost all trips to someplace new started with a road map. That map often showed several different roads that all went to the same place. As the driver, you had to pick the best option for your needs. 

The choice between SEO and PPC is very similar. In order to understand your options, start with what each strategy does: 

  • SEO (search engine optimization) is the process of improving a website so it appears more prominently in organic search results when potential clients search for relevant legal services.
  • PPC (pay-per-click advertising) is a digital marketing strategy in which law firms pay to place ads in search results and are charged each time someone clicks on the ad.

Both strategies use keywords to target searches for legal services. SEO earns visibility organically. PPC buys visibility systematically. SEO focuses on improving the firm’s website, content, authority, local presence, and technical performance. PPC focuses on creating a bidding strategy for relevant search terms and pays when someone clicks the advertisement. Both require keyword research and an understanding of how prospective clients search. Neither is a “set it and forget it” strategy.

SEO is For the Long Game

From day one, a legal website needs an SEO strategy. Even firms that prioritize PPC have legal websites where traffic is directed. This makes some level of SEO strategy a necessity for all digital marketing.  SEO is the foundation of content creation. Legal content without an SEO strategy is like throwing darts in the dark when the dartboard is in a different room. Your SEO strategy evolves as your web presence grows. Each piece of content is a link in a chain. It’s also an asset. 

The biggest benefit of SEO-based content is that it continues to deliver for years after you’ve paid for it.  Your SEO should include: 

Once an SEO campaign is up and running, the firm does not pay Google every time someone clicks. Strong content and rankings can continue producing traffic long after the initial work is done and the content is paid for. The largest downside is that the results are not immediate. Also, in competitive legal markets, effective SEO can require a substantial investment. Furthermore, rankings are never guaranteed.  Search engine algorithms continually change, requiring routine adjustments. SEO is the best fit for firms looking to build sustainable, long-term search visibility.

PPC Puts Your Firm in Front of Potential Clients Right Now

PPC addresses SEO’s biggest weakness: speed. A well-designed campaign can begin generating visibility almost immediately after launch. Using analytics, you can quickly adjust campaigns and budgets to respond to changes and opportunities.  PPC can help a new firm or website that does not yet have strong organic rankings. It can also support a new practice area or expansion into a new geographic market.

PPC can be best used by firms to target:

  • Specific keywords
  • Practice areas
  • Geographic markets
  • Particular campaigns or services

The largest downside of PPC is that legal keywords can be extremely expensive. This is especially true in highly competitive markets. Also, every click costs money whether or not the visitor becomes a client. A poorly designed, poorly targeted campaign can burn through a budget quickly. The biggest downside is that the traffic stops when the advertising spending spigot gets turned off. PPC is a great fit for firms that need immediate visibility and have a budget that can compete for high-value searches.

Cost is More Complicated Than SEO Versus PPC

It is tempting to think of SEO as “free traffic” and PPC as “paid traffic.” However, that is an oversimplification. Price per click or the monthly SEO bill does not tell the whole story. Comparing these numbers side by side is an apples-to-oranges comparison that gives you numbers with no real relevance. The only way to evaluate SEO and PPC effectiveness is to measure outcomes. For a true comparison, evaluate the cost of SEO creation and PPC campaigns against the value of the clients they generate. 

Practice area matters enormously. A more expensive click is worthwhile if it brings in high-value cases. The same cost often doesn’t justify lower-value matters. Consider the following in your evaluation:

  • Cost per lead
  • Cost per acquisition
  • Conversion rate
  • Average client/case value
  • Lifetime client value where relevant

The cheapest marketing channel isn’t necessarily the one that delivers the best return. The only way to fully assess this is to trace cases back to the source that generated the lead. 

SEO and PPC Can Be Stronger Together

For most law firms, SEO and PPC should be blended together for the best results. They are complementary. SEO and PPC can address each other’s weaknesses. PPC can provide immediate visibility while the firm’s organic presence develops. SEO can gradually reduce dependence on paid traffic for important searches. PPC can fill gaps where the firm does not rank organically. Firms can use PPC strategically for particularly valuable practice areas, locations, or high-intent searches.

Search data from PPC campaigns may also provide useful information about keywords and conversion behavior that can help you improve your SEO strategy. Having both organic and paid visibility on a search results page can increase the firm’s overall presence. Budget can shift between the channels as rankings, competition, practice priorities, and business needs change. Rather than treating SEO and PPC as competitors for marketing dollars, firms can treat them as tools that work together.
